LOCKED NATIONAL GRADE: The official ASCE 2025 Aviation grade remains D+. It is not replaced by the state-model grades below. ASCE reports $310B in Aviation needs, $197B funded for 2024–33, and a $113B funding gap.
RECALCULATED STATE-GRADE METHOD: State grades are now model-derived, not copied as C+. Each state's numeric Aviation score is calculated from modeled aviation-system pressure and complexity factors, then calibrated so the 50-state model reconciles to the locked national D+ benchmark of 67.0. The state grades are therefore clearly labeled as a model, not ASCE-published state Aviation grades.

Variable Category-Specific Allocation Percentage: Each state's Aviation allocation percentage is independently normalized from its Aviation deficiency index × Aviation complexity multiplier. Lower modeled condition scores produce greater need. This allocation pattern belongs only to Aviation and is not copied from Bridges, Transit, Rail, Ports, Roads, Dams, Water, Wastewater, Stormwater, Public Parks, Broadband, Solid Waste, or another category.
